Thomas D. Elfmont the CEO of Thomas Dale & Associates has integrated his 30 years of law enforcement experience with 20 years of working with corporate America on their security and investigative needs. Mr. Elfmont retired with the rank of Captain III from the Los Angeles Police Department. As LAPD Commanding officer he was responsible for all police operations within a geographic area within the city of Los Angeles. Highlights of his accomplished career include formation of the first gang suppression unit; organization of the Violent Crimes Task force and the commitment of businesses and residents to implement community based policing. The successfulness of these programs reveals Mr. Elfmont’s commitment to the community that he served. It is with this un-compromised commitment to service that Mr. Elfmont enriches the numerous private and corporate businesses relationships he maintains. Mr. Elfmont was retained by General Counsel TWA to organize staff and manage a loss prevention program for the Western region. Additionally, Time/Sports Illustrated retained Mr. Elfmont for security issues during the 1984 Olympics and in 1995 by Time Magazine World News Tour to plan and execute security for all Times executives during their tour in Hanoi, Vietnam. Mr. Elfmont is proficient in Vietnamese. Notwithstanding the cases brought to justice during his police career, Mr. Elmont’s successful investigations have solved an HBO celebrity stalking case involving a 2002 Academy Award winner, a major league baseball stalking case involving a player and an obsessed fan and a successful prosecution of a celebrity imposter to name a few. Mr. Elfmont has provided Executive Protection for several Hollywood personalities including Mr. Steven Spielberg. Mr. Elfmont has provided technical advice for Michael Mann productions and serves as a consultant and security provider to major motion picture studios. Mr. Elmont’s alliances worldwide have placed him in the corporate global arena.

Mr. Elfmont holds a Bachelor’s degree, two master degrees and he is a graduating member of the prestigious FBI national Academy.


W. Jack Buckner, LTC (Ret) has over thirty years of Special Operations experience in the Unites States military. From the highlands of Vietnam, to the jungles of Central and South America, to the plains and mountains of Afghanistan, Mr Buckner has spent extensive time overseas providing training and support to foreign nations in all facets of military, anti-terrorist, and security operations. He recently retired from the Army Special Forces and his last duty assignment was as the Deputy Commander of the Joint Special Operations Task Force - Afghanistan. Mr Buckner currently resides in the Southeast United States where he manages an experience team of professional security coordinators who have hands-on international experience throughout the world. Mission Statement: Anything, Anytime, Anyplace in the countries which our clients wish to travel.



Doreen Dice former Los Angeles Police Department Detective. Her 10 years of service included assignment to the LAPD Financial Crimes Unit and Narcotics Group. During her assignment in Financial Crimes, Detective Dice investigated major white-collar crime cases in conjunction with the FBI, Secret Service, and international financial institutions. This included Identity theft, counterfeiting, check fraud and asset fraud. During her assignment in Narcotics Group, Detective Dice was assigned to Asset Forfeiture where she investigated complex financial transactions and their relationships to major narcotics traffickers. Her corporate security experience includes event management, celebrity executive protection and estate security management. Doreen is the Event Security Coordinator and Account Manager for TDA. Doreen is a graduate of Bernard Baruch College and holds a Bachelor of Business Degree in Business Management.

Russell Lopes was born and raised in Oakland, California.  After a tour of duty in the Marine Corps in the mid 1960s, he completed his Bachelor's Degree in Sociology.  After graduation, Mr. Lopes joined the Berkley Police Department where he served for thirty-one years in a wide range of field and investigative assignments.  He retired from the Berkley PD in August of 2001, holding the rank of Lieutenant, and serving as the department's Chief of Detectives.  After eleven months of retirement, Mr. Lopes was re-hired by the Berkley Police Department as a consultant to the department's Homicide Detail where he continues to work as a consultant and a cold case investigator.

Terry D. Willis Organizer and one of the founding members of the Los Angeles Police Department’s Computer Crimes Unit, Mr. Willis’s career has spanned 28 years in law enforcement. Mr. Willis is a certified computer evidence recovery specialist and a member of the High Technology Crime Investigation Association and the Southern California High Technology Task Force. He has performed over a hundred computer forensic examinations related to both criminal and civil investigations. Mr. Willis’s training includes certification as a Seize Computer Evidence Recovery Specialist (SCERS) by the United States Department of Treasury and certification by the Federal Bureau of Investigation’s National Infrastructure Protection Center. This training included Internet-related crimes, network intrusions, network forensics and methods of identifying suspects who use the anonymity of the Internet to facilitate crimes. Terry is the Forensic Recovery Specialist at TDA.

Kathleen M. Lopes has over thiry years experience as a paralegal, legal and office adminsitrator in the San Francisco Bay area.  As such, she has extensive experience in research, trial preparation, expert and percipient witness preparation, as well as outstanding administrative skills.  She attended Merritt College and UC Berkeley.




Heather Carr Office Administrator for TDA for the past two years. Ms. Carr offers TDA clients both professional and courteous service, while maintaining attention to detail and striving toward perfection. Ms. Carr reflects the commitment of all TDA members to our client’s needs demanded by the sensitive nature of our investigations and security assignments.



Pete Rubino
Pete Rubino graduated from Adelphi University, New York with a Bachelor's Degree. Mr. Rubino spent ten years with the New York State Police in a variety of assignments before moving to North Carolina where he joined the Raleigh Durham Airport Authority. Mr. Rubino was assigned to Law Enforcement Operations and Risk Management. His risk management solutions have saved the airport significant funds since he instituted several safety policies currently in effect. Mr. Rubino has also worked extensively with several large companies in Research Triangle Park area on issues ranging from executive protection to corporate risk management development programs. His extensive safety and security background and knowledge of airport security operations allow him to deliver focused services to our customers. He is also a well-respected speaker on workplace violence and workplace safety issues. Mr. Rubino is TDA's representative in Southeast United States.


Michael Pickett
Mr. Pickett has over 33 years experience in numerous law enforcement capacities. Retired at the rank of Captain from the Metropolitan Police Department, District of Columbia where he served 23 years in a wide range of investigative, laboratory and field assignments. He has 8 years experience with the Smithsonian Institution as an investigator and security specialist. Mr. Pickett has expertise in the areas of executive protection, asset protection and security surveys. Michael is TDA's Washington, D.C. area representative.
